This paper illustrates main processes that emerged at the local level of the public administration in Armenia after the independence, as well as the institutional obstacles for development of the system. It will also take into consideration the post soviet issues in the public administration and future prospects in its development. The author of the paper is Ph.D economists Sos V. Khachikyan.
